 An Out-of-state contact can be called for staff.

 Sometimes schools form a buddy school relationship with another school outside the area, but within the same time zone, to act as an out-of-state contact for each other's staff. It is a huge commitment at the time of the emergency to take all of the calls from the families of the buddy school.
